1. Introduction
The Seigler Springs Community Redevelopment Association (SSCRA) invites qualified
consultants to submit proposals for advisory services in the development of a Community
Wildfire Protection Plan (CWPP) for the Cobb Mountain Area.
This project is funded under a Community Wildfire Defense Grant (CWDG) awarded by the
U.S. Forest Service. The Cobb Area CWPP will be developed in close relationship to the
existing Lake County CWPP, ensuring consistency at the countywide level while also
providing a fine-grained, community-based perspective for the Cobb Mountain Area.
The plan will build on more than ten years of SSCRA’s local leadership in fire recovery,
resilience, and economic development organizing following the 2015 Valley Fire that
devastated the Cobb Mt. Area. SSCRA brings to this process a strong network of trusted
relationships with local fire agencies, Tribes, Fire Safe Councils, Firewise Communities, and
a wide range of environmental and civic nonprofits active in the Cobb Area, as well as active
participation in the Fire Adapted Communities Learning Network.
In addition to wildfire risk assessment and mitigation strategies, the CWPP will also contain
a local business and workforce development study, to be developed under a separate
contract. This ensures that the plan not only reduces fire risk but also strengthens
community livelihoods and long-term economic resilience. The new Cobb Area CWPP will
also be coordinated with a new County General Plan, a Cobb Mt. Area Plan, and a County
Climate Adaptation Plan, all currently being developed by the County Community
Development Department.
The CWPP will be drafted by SSCRA, with advisory support from the selected contractor, and
shaped by the input of tribal partners, local organizations, and the broader public through
SSCRA’s facilitation.
2. Project Goals
- Ensure SSCRA and its partners have access to the best available data, tools, and technical
advice.
- Guide the integration of local citizen science, tribal knowledge, and technical expertise.
- Build durable systems (GIS, data platforms) that SSCRA can maintain for long-term benefit.
- Support integration of wildfire risk reduction strategies with broader community
resilience and workforce development initiatives.
- Guarantee the CWPP meets all current standards for approval by local, state and federal
agencies.
3. Scope of Work
The contractor will advise and support SSCRA in the following tasks:
1. Data Procurement & Characterization:
- Identify and procure key data sets (vegetation, slope, wind patterns, fire history, etc.) at a
fine grained detail to account for the Cobb Mt. Area's mountainous terrain and
micro-environments.
- Provide technical guidance on interpreting these datasets.
2. Citizen Science Program:
- Advise SSCRA on designing and training a local 'Citizen Science' cadre to ground-truth
imported data sets.
- This program will be developed in cooperation with representatives from the UC Davis
Center for Citizen Science, with participation from a local "Forest Stewardship Committee",
with additional funding from the California Fire Foundation..
3. Technology Setup:
- Recommend and advise on acquisition and configuration of a tablet-based data collection
system to be used by the Citizen Science cadre..
4. CWPP Standards & Approval:
- Provide up-to-date guidance on CWPP standards and approval pathways to ensure
alignment with countywide CWPP guidance and state/federal approval criteria.
5. GIS Platform Development:
- Build and configure a GIS platform to be hosted on SSCRA’s website.
- Facilitate SSCRA’s acquisition of a nonprofit ESRI license.
- Provide staff training and documentation for maintenance.
- Configure dashboard features to:
a) Display evolving wildfire risk characterization.
b) Display hazard mitigation projects (proposed, funded, in process, maintenance).
4. Deliverables
- Ongoing advisory support during CWPP development.
- Key data sets, including georeferenced data
- A functioning GIS platform with dashboard functionality, hosted on SSCRA’s website.
- Training and documentation for SSCRA staff.
- Written recommendations on data use, citizen science, and CWPP compliance.
5. Budget
The total contract value may not exceed $75,000.
6. Proposal Requirements
- Firm and team qualifications with examples of relevant advisory projects.
- Proposed work plan and timeline aligned with the two-year CWPP process.
- Budget proposal with major cost categories.
- Three professional references for similar advisory roles.
7. Evaluation Criteria
Proposals will be evaluated based on:
- Demonstrated expertise in wildfire risk assessment and CWPP standards.
- Experience advising community-based and multi-stakeholder projects.
- GIS and data management capability.
- Familiarity with the Cobb Mountain Area.
- Cost-effectiveness.
- Strength of references.
