Cobb Mt. Community Wildfire Protection Plan "Citizen Science" Initiative

Organization: Seigler Springs Community Redevelopment Association (SSCRA)

Location: Cobb Mountain Area, Lake County, CA (Hybrid / Field-Based)

Position Type: Part-Time, Temporary (15-Month Grant-Funded Term)

Compensation: $35.00 per hour, with sick leave accrued at 1 hour per 30 hours worked

Schedule: Flexible "Flex-Time" model (Average 34 hours per month / ~510 hours total)

Reports to: Eliot Hurwitz, Project Manager

 

ABOUT THE ROLE

The Seigler Springs Community Redevelopment Association (SSCRA) is leading a high-priority, 24-month project to develop a Community Wildfire Protection Plan (CWPP) for the Cobb Mountain area. We are seeking a highly organized and tech-savvy Volunteer Coordinator to lead our community-based data collection effort.

This is a unique "Flex-Time" position designed to follow the natural cycles of project development. As the Volunteer Coordinator, you will manage a team of "Citizen Science" volunteers who perform Ground Truth assessments of our local forest ecology. This data is foundational to the final wildfire plan that will help protect our community for years to come.

THE "FLEX-TIME" STRUCTURE

To accommodate the "burst" nature of wildfire planning, this role offers a flexible schedule over a 15-month term:

  • Peak Periods: During recruitment and field training cycles, you may work up to 15–20 hours per week.

  • Administrative Periods: During data processing or project intervals, hours may scale down to 2–5 hours per week.

  • Total Capacity: The position is funded for a total of 510 hours over the 15-month duration.

KEY RESPONSIBILITIES

  • Volunteer Leadership: Recruit, vet, and manage two volunteer cadres: 12 Ground Truth Assessors (field-based) and Administrative Volunteers (clerical/support) as needed.

  • Outreach & Media: Represent the CWPP project at community events and radio interviews. Develop handouts and talking points with the Project Manager (PM); coordinate social media with the SSCRA Media Manager.

  • Technical Training: In collaboration with the Project Manager and Wildland Resource Management (WRM) consultant, train volunteers on geo-referenced ecology and the use of ruggedized field tablets and 

  • Operations - Schedule volunteers to conduct ground truth reviews in teams of three (with at LEAST two deploying at any one site). 

  • ROE: Supervise clerical volunteers in obtaining and tracking Right of Entry (ROE) permissions from local landowners.

  • Data Oversight: Coordinate with WRM and PM to update a geo-referenced database to track assessment progress and ensure field data is successfully uploaded from tablets.

  • Compliance: Maintain meticulous records of volunteer timesheets, liability releases, and grant-required reporting.

QUALIFICATIONS

  • Community Connection (25% Weight): Familiarity with the Cobb Mountain community, its residents, and its geography is highly valued.

  • Project Management (30% Weight): Ability to manage people, schedules, and complex workflows.

  • Technical Proficiency (15% Weight): Comfortable with mobile technology, apps, and database management. Experience with GIS or mapping software is a plus.

  • Communication (30% Weight): Public speaking skills and the ability to explain technical concepts to non-experts.

PHYSICAL REQUIREMENTS

This position involves coordination and oversight of volunteers during outdoor research conducted year-round, which may include the ability to:

  • Travel through uneven and rough terrain, including steep slopes, wet or slippery surfaces, and natural open spaces.

  • Work outdoors in all seasons and a range of weather conditions, including heat, cold, sun, wind, rain, and snow.

  • Stand and walk for extended periods while supervising and supporting volunteer activities.

  • Possess sufficient visual and auditory ability, with or without reasonable accommodation, to read instruments and data; and communicate effectively with volunteers and staff in both field and office settings.

  • Operate a motor vehicle to travel to and between field sites, including driving on paved, gravel, or dirt roads and in varying weather conditions, as required by the position.

 

WORK ENVIRONMENT

Work is performed in both office settings and outdoor field locations. Outdoor work may involve exposure to varying weather conditions, noise, dust, dirt, fumes, airborne particles, and natural environmental hazards (such as insects, plants, or wildlife commonly found in outdoor research settings).

Work schedules may vary based on seasonal needs and may include evenings and weekends. Reasonable accommodations may be made to enable qualified individuals with disabilities to perform the essential functions of the position.

 This position is classified as non-exempt in accordance with the Federal Fair Labor Standards Act (FLSA) and California labor laws.
